Store Tracking and Redemption System (STARS)
The Food Stamp program serves as the nation’s first line of defense against hunger and is used by some 20 million Americans annually. The Store Tracking and Redemption System (STARS) is the major system that supports the retailer management and Food Stamp benefit redemption accountability responsibilities of the US Department of Agriculture’s Food and Nutrition Service. As Food Stamp program management responsibilities grew and became more complex, STARS increasingly was unable to support those growing needs. When USDA decided to replace STARS with a more capable STARS II system, Delex was engaged to conduct the requirements analysis. Through interviews, focus groups, and user conferences, the Delex Team distilled both the requirements and the business processes they support to define the right solution.
